Can it scrap via certain number of profile followers? e.g only scrap user id that has 10K - 100K followers.

The one that scrape by hashtags can filter users by how many followers they have, the one that scrape followers from other account can't do that yet, but I can add that feature if you want.

This tool scrapes users who have listed their emails in bio
Instant results
Does not require a IG account (For user scraper by #)
Never crashes

CONs:

Cant use it on my Mac
Havent found anyother, will keep using and add if i face any

Successfully scraped 130k usernames. Works so smooth that you just need to start it and let it run in the background. Also has the option to save in any file format. In all : BRILLIANT !
