Any CPA network that accept chat traffic

I have learnt that not all CPA networks like CPA grip accept chat traffic, that is traffic from WhatsApp, Facebook messenger etc of content locking offers. Is there a CPA networks that accepts chat traffic for content locking offers?

Any lead that needs to convert to sales must not come from chat traffic as this traffic wont convert as sales.
You may do these to networks that has incentive offers where you ask colleagues to do that certain action.

OGAds allows it I believe, guessing you do some adult stuff and I think they allow that too as long as there is no nudity in the landing page. (Ask your AM before running though).
