Yes but the website is penalized by GG, i have a manual actions in GSC

Try to solve the manual action (which may take time and lots of effort) or forget about the website getting traffic from Google. Just don't redirect a site with penalty to a clean site
The website having manual action is complete useless, unless you don't remove the penalty.
If you will redirect it to your money site, the penalty will pass on to your money site too.
